As far as I can tell, this tiny book is called Das gesprochene Wort ist flüchtig. Das geschriebene aber auch. In any event, it is by Ralf de Jong, and seems to be part of a series called the “Roterfaden Lesehefte.” Roterfaden has an online store that you can visit.
